Small and medium-sized enterprises (SMEs) are claiming a share in the defense market, as shown by a relevant study implemented by the listed company European Innovation Solutions on behalf of the Central Union of Chambers of Greece.

As emphasized during the first presentation of the program objectives and progress of the study, in early December 2025, in the context of the General Assembly of the KEEE, in Patras, this specific initiative is the result of “the recognition by the KEEE of the major geostrategic changes that have resulted in Europe’s decision to implement new programs aimed at its technological and productive autonomy in the defense sector.”

Claims and goal

According to the study, the Greek business community can claim participation in joint ventures and subcontracts of integrated defense systems in Greece and abroad as well as in the contractual procurements of the Ministry of Defense in Greece. It can claim a share in the calls for innovation and new products within the framework of the European Defense Fund as well as in the new opportunities from the redesign of the structural funds for the inclusion of Defense Research and Innovation in the development of Dual Use products for Defense/Civil Protection/Security/Space.

An important opportunity for small and medium-sized enterprises is the European STEP strategy (The Strategic Technologies for Europe Platform). This is a subsidy program that calls on companies, mainly SMEs, to invest in technologies and infrastructure that enhance the defense readiness of Greece and Europe.

In this context, the aim of the study is, among others, to prepare and research the potential capabilities of Greek SMEs to participate in defense programs. At the same time, it aims to prepare a proposal for a financial program to support the participation of SMEs in the Defense Products and Supplies value chain. To better support this program, the study proposes field research among the members of the Chambers for their technological and production capabilities in dual-use technological objects. The selection criteria for the companies are defined as their turnover being over 2 million euros, the production/development of products and services being related to Materials (Special materials, Synthetic Materials), Constructions, Energy (solution development), Logistics, Information Technology-Telecommunications, Biosciences, Electronic Systems, Sensors.
