Papastavrou: Greece’s 10+1 benefits from the contracts with Chevron and Helleniq Energy

The debate on the lease agreements for the granting of rights for the exploration and exploitation of hydrocarbons between the Greek State and the Chevron and HELLENiQ Energy consortium is being concluded within the day in the Standing Committee on Production and Trade of the Parliament.

The final debate and vote in the Plenary is scheduled for Thursday, March 12, 2026.

Environment and Energy Minister Papastavrou: The 10+1 benefits for the country

Closing the cycle of the three meetings of the Committee, the Minister of Environment and Energy, Stavros Papastavrou, summarized the 10+1 main benefits for the country with the completion of the specific contracts:

1.We are doubling the maritime areas of our country for research and exploitation.
2.We are multiplying the chances of identifying commercially exploitable deposits for our country, through high-cost and technological research, which will not burden the Greek State.
3.We are maturing the hydrocarbon exploration and production market and expertise is being created by the largest companies in the world (Chevron, ExxonMobil).
4.We are actually attracting the interest of the global energy market.
5.We are laying the foundations for the energy shielding of our country, exploring all its natural resources, investing in diversified energy sources.
6.We are strengthening our geostrategic power, turning our country from a reliable energy hub into a potential natural gas producer.
7.We are weakening in practice the illegal and non-existent “Turkish-Libyan memorandum” and strengthening the Greek position. Rightly ignoring Libya’s verbal statement, the second largest private energy company in the world is investing millions south of Crete and the Peloponnese.
8.We are ensuring significant economic benefits for the state ranging between 38%-41% of profits, as long as the deposits are commercially exploitable.
9.We are creating conditions for strong growth, quality jobs, significant economic resources and a change in level.
10.We are bequeathing a great legacy to our children, to future generations, in full compliance with strict environmental conditions.”
