ESEE: The 3.0-euro tariff on small parcels is welcome, but not enough

The Hellenic Confederation of Commerce and Entrepreneurship (ESEE) views positively the measure of imposing a temporary fee of 3 euros on low-value small parcels from third-country platforms, which was decided by Ecofin, however it also assesses it as “transitional and fragmentary.”

The decision, as stated in an ESEE announcement, is moving in the right direction, as it specifies the transitional solution that was announced at the European level in November and aims to limit the distortions that have been created in the single market by the mass import of small parcels from third countries.

Abolition of de minimis

However, the Confederation stressed that the imposition of the temporary fee, and indeed with an implementation starting from the second half of 2026, should in no way be perceived as a substitute or as a reason for a new delay in the abolition of the current low value exemption regime (de minimis).

The abolition of de minimis, which will mean the application of duties from the first euro and to parcels worth less than 150 euros, remains a crucial and necessary objective for the restoration of equal conditions of competition in the European market.

IESEE has repeatedly requested and documented the necessity of abolishing de minimis no later than the first quarter of 2026, in order to immediately limit distortions to the detriment of European and Greek commercial enterprises. Recently, in fact, it  raised a series of outstanding issues in the public debate, for which the recent Ecofin did not proceed with further clarifications.
