Recovery Fund: Greece submits double request for 1.63-billion-euro disbursement

This concerns the eighth request under the grants component and the seventh request under the loans component of the Fund, covering a total of 34 milestones and targets

A new double request for the disbursement of Recovery and Resilience Facility (RRF) funds, amounting to 1.63 billion euros, has been submitted by Alternate National Economy and Finance Minister Nikos Papathanasis.

This concerns the eighth request under the grants component and the seventh request under the loans component of the Fund, covering a total of 34 milestones and targets.

According to the Ministry of National Economy and Finance, the 32 milestones achieved under the grants component relate to the implementation of major projects and reforms in the following areas:

-Upgrading and modernisation of the National Health System
-Renovation of hospital infrastructure in 19 hospitals across the country
-Energy upgrading and creation of chronic disease management units in 40 Health Centres nationwide
-Operation of eight model home-care units with telemedicine infrastructure and patient registries in Athens, Thessaloniki, Alexandroupolis, Ioannina, Heraklion, Patras and Larissa
-Reduction of pharmaceutical expenditure (clawback) by 300 million euros since 2020
-Strengthening employment, skills and social cohesion
-Hiring and placement of 36,000 unemployed individuals in private-sector companies and upgrading of the digital systems of DYPA (Public Employment Service)
-Renovation of 50 social housing apartments in Athens and Thessaloniki and allocation to vulnerable households, alongside the establishment of a social housing framework for utilising public property and expanding affordable housing
-Training and certification of 225,000 civil servants in new skills and deployment of new information systems for recruitment and strategic planning in public administration
-Acceleration of the digital transformation of the state and the economy
-Completion of nationwide land registry coverage
-Completion of the establishment of the AI Pharos to enhance data utilisation and artificial intelligence capabilities
-Digital transformation of the Greek National Tourism Organisation (GNTO) through a digital map and cultural repository
-Digitalisation of asylum and migration procedures with integrated systems and strengthened cybersecurity
-Development of infrastructure and enhancement of economic resilience
-Approval of a multi-annual investment programme and a new operational framework for the railway sector
-Completion of seismic risk inspections in more than 20,000 public buildings
-Establishment of a framework for energy storage and support for hybrid renewable energy projects
-Development of an inspection system to combat illicit trade
-Preparation of a strategic plan for the renewal of the coastal shipping fleet
-The seventh loan payment request concerns the achievement of two milestones related to the contracting of RRF loan resources amounting to 11.5 billion, and the establishment of investment schemes combining 600 million in RRF loans through the Hellenic Development Bank of Investments with private capital for venture capital investments.

Minister of State Akis Skertsos stated: “Following the submission of the eighth payment request for RRF funds, Greece has now completed 112 out of the total 130 reform milestones of the national Recovery and Resilience Plan, i.e. 86.15%. These reforms strengthen the green transition of our economy in the critical area of energy storage, the digital transformation of SMEs and education, the completion of land registry projects, the strengthening of gender equality in practice, and the reduction of the clawback mechanism. With the same pace and determination, we are working to complete the remaining reforms under the ninth and final request, aiming for a better life for all, with all, without exclusions and with fewer inequalities.”
