Pharos’ official integration into AI Factories

Pharos AI Factory is established as a single platform of infrastructure, services and know-how, with a scope that covers the entire value chain of Artificial Intelligence.

The establishment of the Pharos AI Factory constitutes the institutional and corporate vehicle that will enable Greece to be integrated in an organized manner into the European AI Factories.

The company was registered in the general commercial register at the end of last week, under Law 5263/2025. It is the scheme through which the country’s participation in the European Artificial Intelligence infrastructure ecosystem is implemented at the national level, with co-financing from European and national resources.

Pharos AI Factory is established as a single platform of infrastructure, services and know-how, with a scope that covers the entire value chain of Artificial Intelligence. Its main activity is the development and operation of the Pharos project – The Greek AI Factory for accelerating AI innovation, which is part of the Horizon Europe program for the period 2021–2027 and is funded 50% by the EuroHPC joint undertaking and 50% by national funds.

The entire project is based on the new national high-performance computing system, called Daedalus, which is implemented by the National Infrastructures for Research and Technology  (GRNET) and will be installed at the Lavrio Technology Park. According to the government plan, the delivery of the supercomputer is scheduled for the first quarter of 2026, while its full operation will begin in the second quarter of 2026.

In particular, under the statute of Pharos AI Factory, the company provides access to specialized high-performance computing power, data, algorithms and large language models, as well as specialized human resources. Its scope includes the research, development, design, production, installation, maintenance and support of Artificial Intelligence systems and applications, as well as the management and commercial exploitation of the results produced, including intellectual property rights.

Particular importance is attached to the management and exploitation of data, with explicit provision for compliance with the EU and national regulatory framework. Pharos AI Factory may be active in the collection, anonymization, analysis, processing and governance of data, in accordance with the General Data Protection Regulation, the Regulation on Artificial Intelligence and the Regulation on the European Health Data Space. In this context, the development of anonymized health data and predictive Artificial Intelligence tools is envisaged.

The company’s scope also extends to the design and development of machine learning, deep learning, natural language processing and productive Artificial Intelligence algorithms, as well as the creation, training, improvement and adaptation of large language models. The application areas include the Greek language and culture, with the aim of creating specialized language models and digital documentation tools, as well as the environment and sustainability, with solutions for natural resource management, energy efficiency and addressing climate change.

At the same time, Pharos AI Factory is expected to provide services to the market, targeting start-ups, small and medium-sized enterprises and scientific institutions, through a single service center. Its scope includes education, training and consulting services on Artificial Intelligence, information technologies and innovation, and entrepreneurship support actions aimed at the development and commercialization of Artificial Intelligence solutions.

The company may also participate in research and commercial projects in Greece and abroad, collaborate with public and private entities, establish spin-offs and operate as a regulatory testing ground for Artificial Intelligence and data technologies, allowing the controlled development and evaluation of new systems in compliance with the applicable regulatory framework.

The share capital of Pharos AI Factory amounts to 25,000 euros. A percentage of 30% is covered by the Greek State, represented by the Minister of Digital Governance, and 70% by the GrowthFund.
