“Secure connectivity is the foundation on which Europe’s defence, resilience and prosperity are built today. If not given the necessary attention, this area could become a hotbed of strategic vulnerability. Networks, data and telecommunications services must be treated with the same strategic focus as defence on land, sea, air, space and cyberspace. While adversaries seek to identify and attack the digital arteries of open societies, Europe can no longer approach connectivity as a secondary service provided solely for the lowest possible cost,” according to Vodafone Group, adding that “the European security framework requires a radical overhaul.
Connectivity must be a building block of central planning, supported by mechanisms for cross-border coordination and resilience in times of crisis. The decisions taken today regarding the model of investment, regulation and cooperation in the field of connectivity will determine the level of security of Europe for the coming decades.
In particular, the report entitled “Europe’s digital backbone: why secure connectivity is now emerging as a key pillar of defence” underlines that the security of connectivity cannot be the sole responsibility of providers.
“In order to be effective, it requires a holistic approach at the societal level, in which communication infrastructures are organically integrated into the planning of both the political and military sectors.”
Proposals
In this context, the Vodafone Group report presented five proposals:
-Integrating secure connectivity into security.
-Strengthening pan-European state-provider cooperation.
-Targeted investments in resilience where the market fails.
-A strategically open approach to technological sovereignty.
-Strengthening social resilience through digital literacy.
