Bureaucracy (48.9%), lack of human resources (47.9%) and delays in digital transformation projects (43.2%) constitute the biggest challenges for the further development of the Digital Technology sector, as pointed out by the entrepreneurs in the field, according to a relevant study by Deloitte, entitled “Digital Greece 2025 – From Strategy to Implementation”.

Regarding the speed of implementation of the digital transformation of the public sector, 36% consider this process to be quite fast. At the same time, 23.2% consider that there is partial provision – insufficient resources available for the maintenance and operation of information systems in the Public Sector, while only 3% consider that there is sufficient funding and planning.

The study was conducted in the context of the digital economy forum 2025: “from vision to impact” conference organized by SEPE. In addition to identifying the challenges, the study showed that the sector has significant prospects and is expected to move higher by 2030, reaching a value of 13.5 billion euros or approximately 6% in market value of the projected national GDP, with indirect & induced impacts of around 27.8 billion euros.

Pillars of growth

However, in order to move even more dynamically, the sector must focus on 4 pillars, and in particular on strengthening human resources and skills, promoting innovation and research, accelerating e-government and strengthening extroversion and competitiveness. Deloitte pointed out the need for more than 1,000 graduates per year by 2030, through new Postgraduate Study Programs.

Finance Minister Kyriakos Pierrakakis referred to the “optimism of will” in his speech at the SEPE digital economy forum, briefly reviewing his previous ministerial term as Minister of Digital Governance and the digital progress achieved by Greece.

According to Pierrakakis, when Greece completes the technology projects that are currently underway, it will be able to rank among the top 10, perhaps even the top 5, of the countries in Europe with the best digital performance. He pointed out that now, in addition to lawyers and economists, the presence of technology people is also essential for policymaking.
