AADE ushers in a new era, driven by artificial intelligence

The Independent Public Revenue Authority moved forward to the digital era in 2025, incorporating artificial intelligence into its strategic plan for the period 2025-2029.

The main goal is to combat tax evasion and improve digital controls.

The digital transformation of the Independent Public Revenue Authority “ran” at a rapid pace this year, while it is expected to intensify further from 2026, as this year the foundations were laid with the basic applications of artificial intelligence that were adopted, such as:

– Data Analysis and Risk Identification: AI made its “premiere” in the processing of large volumes of data (Big Data) from various sources, such as myDATA and digital shipping notes, contributing to the identification of suspicious transactions, fraud and cases of tax evasion.

– Digital and automated audits: The new system enabled more targeted and effective tax audits, reducing the time and cost of traditional audits.

– Taxpayer service: AADE utilized artificial intelligence to improve service to citizens and businesses, providing more direct and personalized services.

At the same time, AADE proceeded to utilize automated risk analysis techniques, taking another important step in conducting targeted audits, both in real time and ex post.

Through the procurement of the Advanced Business Intelligence (BI) and Data Analytics System, which is however still in development, the aim was to make more effective use of data in a strategic manner, to predict and improve behaviors that enhance compliance and efficiency in the collection of public revenues, while also contributing to the fight against tax evasion and smuggling.

It is also worth noting that particular importance was given in 2025 to increasing revenues from overdue debts, through their immediate and effective management. In this context, a new Collection Strategy was developed for the period 2025-2029, with implementation starting in 2026, where it is planned to collect all data on the profile of each taxpayer, to continuously update debtors and take measures depending on the profile and age of the debt, to categorize debtors and to specialize debt management actions, following the PARE (Payment capacity-Attitude-Recency-Event) methodology. At the same time, predictive models for identifying delinquent behaviors began to be developed, with the aim of clearing the debt portfolio.

AADE, with its new “weapons”, but mainly with the use of artificial intelligence, began this year to “invest” more substantially in reducing the “tax gap” in VAT, but also in income taxes, so that it can dynamically enter the battle against tax evasion and fraud in 2026, since through advanced data and risk analysis techniques, with the use of AI, patterns of high probability of fraud and concealment of transactions are now revealed.
