Greece must submit again its binding proposal for the programs to be included in the SAFE mechanism based on the needs of the Greek Armed Forces (National Investment Plan), following a relevant letter from the European Commission (The SAFE Task Force).
Specifically, the European Commission, in its letter of December 5, 2025, asked Greece to limit itself to claiming loans of 787 million euros, compared to the loans of 1.24 billion euros that our country claimed in its binding proposal on November 29, 2025.
According to sources, following the request of the European Commission, the total amount of loans requested will be changed to 787 million euros from 1.24 billion euros and not the total amount of the programs, which will remain at 2.9 billion euros as they have secured financing from the 12-year MFA.
In detail, in the letter of December 5, the European Commission asks Greece “to consider the possibility of submitting a SAFE investment plan that is in line with the indicative allocated amount of 787 million euros and meets the eligibility requirements of the SAFE regulation” although our country had stated on November 29, 2025 that “the indicative budget allocation of 787 million euros for the Hellenic Republic does not correspond to the real needs that have been identified…” and had asked “with respect from DG Defis to review this allocation and significantly increase it to the requested level”.
According to the letter, “the Commission followed the principles of equal treatment, solidarity, proportionality and transparency for the allocation of indicative loan amounts. In this context, the minimum and maximum loan amounts requested have been taken into account.”
It should be noted that our country had declared in the summer of 2025 the minimum and maximum loan amounts that it could claim through SAFE, based on the capabilities of its fiscal space until 2030. Ultimately, the countries requested the amount of loans that had been pre-requested and pre-approved and there was no money left to redistribute, as Greece had hoped for the loans it requested on November 29, 2025.
