The out-of-court mechanism set a new historical record for the second consecutive month, increasing successful arrangements by almost 23% compared to the same month last year.
The latest available data from the Ministry of National Economy and Finance show that 2,450 arrangements were completed in November, with a total amount of arranged debts approaching 600 million euros.
This is 23% higher than the arrangements made last November through the out-of-court mechanism, which amounted to 1,991. However, the amount arranged in November 2024 and November 2025 is recorded as almost the same, around 600 million euros.
Since the mechanism began operating, 48,414 arrangements have been completed to date, corresponding to initial debts of 15.26 billion euros. According to data from the Ministry, the total arrangements that had been made by the end of 2024 amounted to only 27,538, with an initial debt value of 9.09 billion euros. This means in practice that in 2025 and to date, almost 21 thousand additional arrangements have been made, highlighting the speed with which the mechanism is running.
Bilateral arrangements
On the other hand, bilateral arrangements of loan claims with the 4 largest servicers (Intrum, Cepal, DoValue, Qquant) moved more sluggishly compared to the previous month. According to the latest data, in October, arrangements totaling 355 million euros were recorded by the 4 largest servicers, corresponding to 5,300 debtors.
However, there is a partial slowdown compared to September, since bilateral arrangements are now 61 million euros less and the debtors were 6,120 in the previous month. Although the data for November 2025 are not yet available, last month servicers had settled claims corresponding to 6,567 debtors.
