New rules for tourism development, providing enhanced protection for saturated and environmentally sensitive areas, while also redirecting investment toward destinations with less tourism, are introduced under the new Spatial Planning Framework for Tourism presented by the competent ministries.
The plan is focused on tourism development with full respect for the environment. In this context, the government is establishing rules for high-quality tourism that place emphasis on the unique characteristics of each destination, while also promoting a sustainable future for the islands through clear regulations and respect for their particular needs. Among the key objectives is the improved spatial organization of tourism activity, through specific conditions governing where, how and under what terms tourism development may take place, as well as encouraging a shift toward non-saturated areas.
As stressed during the presentation, the plan’s central ambition is the proper spatial organization of tourism development and the definition of the conditions and requirements under which tourism activity may expand.
Five zones
Under the new framework, the country is, for the first time, divided into five distinct categories of areas, taking into account existing tourism activity, geographical characteristics and any special protection regimes in place. Greater protection will be provided for areas already under significant pressure, while tourism development in regions with scope for further investment will proceed under sustainability criteria and with appropriate incentives.
The terms under which tourism may develop in each region are also determined. It affects the types of tourism investments permitted, the minimum plot-size requirements for new hotels, the maximum accommodation capacity in terms of beds, as well as the environmental protection rules and safeguards for the distinctive character of each area.
A second regulatory provision is also envisaged, concerning the maximum number of tourist beds allowed on islands, depending on their size. At the same time, strict rules for the protection of coastal zones are being introduced.
