Public Power Corporation (PPC) has expressed interest in mobile telecommunications spectrum that is set to be reallocated by the National Telecommunications and Post Commission (EETT), a development that could potentially reshape the dynamics of the telecommunications market.
According to reports, the company has formally communicated its interest to EETT through its participation in the public consultation regarding the allocation process for usage rights in the 900 MHz and 1800 MHz frequency bands.
At present, the mobile telecommunications market is served by Cosmote (OTE Group), Vodafone Greece and Nova, all of which operate their own infrastructure and hold spectrum usage rights. Spectrum is a scarce public resource, and its allocation is conducted through a regulatory process organised by EETT.
Public Power Corporation (PPC), through its subsidiary PPC Fiber Grid, is already building a fibre-to-the-home (FTTH) network connecting households and businesses, while also providing high-speed fixed broadband services. The company has also signalled its intention to offer voice services over its rapidly expanding network infrastructure.
A potential entry into mobile telecommunications could significantly intensify competition in the sector, although the development of a mobile network requires time, capital investment and technical readiness. According to the same sources, PPC is also calling for a broader reallocation of spectrum, including frequencies allocated to 5G services.
At present, the spectrum to be reallocated—given that existing licences expire in 2027—comprises a total of 70 MHz of paired spectrum (2×35 MHz) in the 900 MHz band and 40 MHz of paired spectrum (2×20 MHz) in the 1800 MHz band.
EETT has set a price of 224.86 million for a potential auction covering a 20-year licence period. Should a fourth participant enter the process, in addition to OTE, Vodafone and Nova, the most likely scenario would be to conduct an auction, with the possibility of an increase in the final price.
