The transformation of the Aktor Group and the LNG bet

The acquisition of the construction company Aktor in 2023 and Aktor Concessions in 2025 were steps towards the creation of a broader business group with diversified sources of income

From a purely construction company to a group with a presence in concessions, energy and critical infrastructure, the Aktor Group (formerly Intrakat) has been going through a period of growth and rapid transformation in the last three years.

The acquisition of the construction company Aktor in 2023 and Aktor Concessions in 2025 were steps towards the creation of a broader business group with diversified sources of income. Subsequently, the entry into a completely new activity, the transportation of US liquefied natural gas (LNG), opens a cycle of investments that could substantially change the Group’s balance sheet.

At the same time, the strategic partnership with the French Suez signaled the Group’s emphasis on water supply and irrigation projects, with the portfolio of potential projects estimated at at least 5 billion euros in the coming years.

According to estimates, 2026 is expected to be the first year that the recent strategic moves will begin to be reflected in the results of the Aktor Group, with increased cash flows from concessions and renewable energy sources and, under certain conditions, from the new activity in the transportation of liquefied natural gas (LNG).

Open issues

The contribution of LNG will depend to a large extent on the resolution of the open issues concerning the operation and financial viability of the so-called Vertical Corridor, which connects Greece with Bulgaria, Romania, Moldova and Ukraine.

Aktor Group holds a 60% stake in Atlantic – See LNG Trade, while the remaining 40% belongs to DEPA Commercial. In early November 2025, the joint venture signed a 20-year sales and purchase agreement (SPA) with the American Venture Global for the supply of LNG from the United States, with a start date of January 1, 2030. At the same time, Memoranda of Understanding (MoU) have been concluded with state bodies in Romania and Ukraine, concerning the distribution of LNG quantities to the two countries through the Greek system and interconnected networks.

Although the project is still in its maturation phase, the market seems to be activating. The first commercial agreement for the sale of American LNG to Ukraine was signed with BP as the supplier and the Ukrainian Naftogaz as the buyer, marking the start of commercial activity on the axis that Atlantic – See LNG Trade aspires to develop.

The first cargo is planned to be delivered next March, via Greece, highlighting the country’s role as a gateway for American LNG to Eastern Europe.

In this light, today’s meetings in the United States between senior executives of the Greek and American governments, with the participation of the chairman and CEO of the Aktor Group, Alexandros Exarchos, take on particular significance. At the heart of the contacts is, among other things, the need to close the financial and regulatory parameters of the Vertical Corridor, so that it becomes fully commercially operational

As stated by the head of the Greek government mission, Minister of Environment and Energy, Stavros Papastavros, “the meeting of February 24 in Washington intends to address all outstanding issues”, noting that the goal is “the best possible cooperation of all countries and entities involved”, while emphasizing that, despite the difficulties, “Europe is also taking steps towards strengthening the Vertical Corridor”.

Based on estimates by the Group’s management, the acquisition of Aktor Concessions, in combination with the portfolio of PPP and concession projects held by Aktor, will contribute to the creation of cumulative cash flows of approximately 1.2 billion euros. This is a development that enhances revenue stability and reduces the Group’s long-term dependence on the cyclical nature of construction activity.
