The negotiations for the Common Agricultural Policy (CAP) after 2028 are entering a critical juncture, with Greece seeking to maintain or even strengthen the resources available for the primary sector, as shown by the ongoing consultations on the new Multiannual Financial Framework (MFF) of the EU.
The Secretary General of Rural Policy and International Affairs of the Ministry of Rural Development and Food, Antonis Filippis, stated to the Athens-Macedonian News Agency that “since the publication of the first proposals of the European Commission in July 2025, the European Union has entered a critical period of negotiation, which will determine both the overall budgetary balances and the political priorities of the next programming period.”
According to estimates made in the context of the ongoing discussions, Greece is closer to maintaining the resources of the new CAP for the period 2028-2034 at levels corresponding to those of the current programming period, which total 19.3 billion euros. The issue of the next Common Agricultural Policy is at the heart of the consultations, as the stability of agricultural income and the resilience of European and Greek agriculture in the coming years will depend to a significant extent on it.
Officials from the Ministry of Rural Development and Food pointed out that the European Commission’s initial proposal provides for a minimum ringfenced amount of 293.7 billion euros for the next CAP period, an element that ensures that agricultural policy remains distinct and protected within the European budget. Within the framework of this provision, the initial allocation for our country is set at 14.6 billion euros, provided that the amount is confirmed in the final agreement of the member states.
Additional financing opportunities are estimated to arise from the mid-term revision of the Multiannual Financial Framework. According to the same sources, through this process, additional resources of approximately 2.8 billion euros could be directed to the Greek primary sector.
