PPP contracts’ sluggish performance

The complex procedures along with the immaturity of the projects and the weaknesses of the public authorities are some of the reasons why they are delayed

The procedures for the signing of PPP contracts (Public-Private Partnership) are rather slow, while the next period will be critical as to which ones will eventually be implemented.

The complex procedures along with the immaturity of the projects and the weaknesses of the public authorities (contracting authorities) are some of the reasons why they are delayed.

More specifically, binding offers are pending for the 5 irrigation projects of the Ministry of Rural Development, with a total budget of 670 million euros.

Regarding the building of the General Secretariat of Infrastructure, the most advanced project of the Ministry of Infrastructure, with a budget of 100.6 million euros, the submission of supporting documents by the contractor (Intrakat) is pending.
The project of exploiting the water potential of the Tavronitis River (256.1 million euros) is under debate.

The water supply of Corfu (175.5 million euros) has frozen as funding is being sought.
As regards the two road projects of the Ministry of Infrastructure (Thessaloniki – Edessa, 444.9 million, and Drama – Amfipoli, 248.5 million), the frontrunners need to submit the supporting documents (two extensions have been granted).

For the Waste of the Western Sector of Western Macedonia (130 million euros), the next stage is the binding offers (the cycle of appeals was closed with a relevant decision of the Council of State).

Meanwhile, no news has been announced about the three waste treatment units of Attica, projects that have been discussed for almost two decades and concern the Region.
Other important projects concern the student residences of five universities (Crete, Thessaly, Thrace, Western Macedonia and Western Attica) which have been included in the PPP process as well as the renovation of the existing one at Zografou. For the above-mentioned renovation with a budget of 37.1 million euros, the preparation of a competitive process is underway with the relevant educational institution seeking to get consultants for the project.
